Jose is a senior supply chain and logistician with twenty-six years of military and corporate experience.  He serves as a senior coach, trainer and facilitator for Wyche Leadership and Supply Chain Consulting, where as part of a dynamic team, focuses in Organizational Leadership and Team Development. He is a trainer of The Five Behaviors of Building Cohesive Teams and Everything DiSC.   Jose is also a prolific writer and poet and his work has received numerous accolades for his contributions to the Hispanic literature and culture. He travels numerous times a year for book signings and delivers lectures during special events in schools and universities. Jose has published four books with more than 260 poems and is currently working on his fifth project.

Twice deployed during Operation Enduring Freedom, Jose served as the senior enlisted and first Camp Command Sergeant Major for Camp Stronghold Freedom in Karshi Khanabad, responsible for several thousand soldiers and Department of Defense contractors. Additionally he served in a dual role as the Supply Chain and Logistics Command Sergeant Major overseeing logistics operations in support.  Later, during his second deployment to Afghanistan in 2003, Jose served as the Logistics Task Force Senior Advisor and Command Sergeant Major for the Combined Joint Task Force, OEF III, in Bagram, Afghanistan.

As the Regimental Command Sergeant Major for the U.S. Quartermaster Corps, he served as the senior enlisted advisor to three Quartermaster Generals. Jose was required to devote the majority of his time traveling throughout the United States and abroad  talking to soldiers, assessing training, performance and collecting lessons learned that would serve as a catalyst for future training. These proactive doctrinal changes affected over 128,000 supply  chain and logistics Soldiers.

After his retirement, Jose served as President and CEO of Silva Consulting LLC. His biggest success under that role was the DoD acquisition of blast mitigation panels for all the Mine-Resistant Ambush Protected Vehicles (MRAPs) in the DoD inventory and later, the fielding of an eco-friendly mattress for the Army’s Force Provider Housing Modules.

In 2012, Jose served as a Foreign Military Sales Case Manager for the Iraqi Army under the auspices of the Office of Security and Cooperation-Iraq (OSC-I).  ,Jose performed duties as the Logistics Materiel Case Manager for numerous weapon system platforms such as the the M1A1 Abrams Tank.  He developed the Cooperative Logistics Supply Support Arrangement (CLSSA), a military logistics support arrangement designed to provide a responsive means of replenishing in-country stocks of spares and repair parts.   

Jose holds an MBA from Touro University International, a Bachelor’s Degree in Education from the University of Puerto Rico, an Associate’s Degrees in Network Support Administration and an Associates Degree in Network Support Administration-CISCO, from Daymar College, Clarksville, TN.

Jose was inducted in the Quartermaster’s Hall of Fame, Ft Lee VA, in 2013.
